We analyze the theory, method and advantages in the development of ship monitoring system by ArcGIS Engine. The approaches to basic function of electronic chart are introduced. Critical techniques applied to the secondary development of GIS (geographic information system) by VB tool are discussed. Methods for real-time dynamic display of ship position are presented.
